In autumn of 1938, Dohihara Yin, commander of the invading forces in China began to implement the "Work Plan of Tang Shao-yi", and attempted to establish a pseudo Chinese central government.
At the same time, Chiang Kai-shek was worried that Tang Shao-yi would be used by Japanese.
