Art dealer and antiquities smuggler Mon Yuen Tin is determined to bring together the 3 remaining golden animal heads of the ancient Yuan Ming Gardens in order to sell them as a set to the highest overseas bidder.

Meanwhile, the Chinese authorities, in an effort to put an end to the illegal trade which is stripping the country of its national heritage, have sent a number of agents into the field to infiltrate the networks. Among them are Man Sheng and a character named Chin Chiang who has a penchant for cowboy attire. As they are all working under cover, none of them know of the others’ existence.

A gang leader, Hong Kwai, has managed to get his hands on one of the heads and intends making his own deal. Unfortunately, his golden head is snatched from him on arrival in town and ends up in Mo’s possession. Mo has financed an archeological dig at a burial site, hoping to recover the last of the golden heads. To avenge the theft of his golden head, Hong ambushes the archeologists and steal the head.

Once back in Canton, Hong contacts Mo to sell him the head for twice its value. Pressed by his buyer who wants to buy the set of 3 heads, Mo has no option but to accept a meeting with Hong to seal the deal.
